The first of three planned market dialogues on waste transport procurement was held on October 1. The second is hold on November 3. The preliminary date for the last dialogue is December 3. Sludge transports will be discussed at a later stage.

What is the current situation – how many bidders are expected? How many contractors are involved?
We will know more after the request for tenders has been issued and the tender period has ended. The hope is that the matter will attract strong interest from entrepreneurs and companies.
What is the length of the contract period? Would 5+2 years be possible?
Since preparations for the new waste act are still underway, a 5+2-year period could lead to major changes during the contract. However, it is understandable that longer periods would be helpful, for example in financing equipment.
What is the issue with front-loading containers? Why is their future being discussed?
There is no actual problem. Due to the specific nature of this collection method and the small volumes, it will be planned as a separate contract.
What does HVO mean?
Bio-based diesel / hydrogenated vegetable oil.
You mentioned that contractors must have crane trucks – will there be contract areas where lifting equipment is not needed?
At present, all contract areas include waste bins that require lifting.
Are there contractors in the area who currently lack the necessary equipment but might still submit a bid?
Hopefully the procurement will also attract new operators.
There is already a lot of data from transport company reports. Is this reliable, and is Stormossen responsible for deviations?
The material available during the tender process is correct and reliable. However, as contracts start in 2027, volumes may change due to customer behavior.
Will the dialogue with residents/contractors be a continuous process or time-limited?
The aim is for ongoing dialogue, enabling continuous improvement.
In the tender material, it would be good to use the current price level and apply index adjustments later. Prices may be very different by 2027.
This was important feedback for companies and will be taken into account in future tender requests.
Is the initial idea to divide the contract areas by region or municipality?
This will be clarified during the planning phase starting in October.
At Etappi, the price includes a protective sack for the bio bin. Could this be added here as well?
This has not yet been considered but could be included in future planning.
Will bin washing be included in the contract?
Yes, that is the intention.
Does washing apply to underground collection systems?
Underground systems will remain the responsibility of the property owner.
Will the bins remain the same in the future?
The aim is to keep the bins the same.
Is it reasonable to drive through area B to reach area A without emptying in B?
Area B will be removed as a designation. The entire Stormossen operating-area will be part of the collection zone as of April 24 2027.
What if no bids are submitted at all?
That is possible. It will then be Stormossen’s responsibility to find contractors.
How will households with very little waste, e.g. elderly people, be handled?
Emptying will follow the waste management regulations. Any exceptions are handled by the Waste Committee.
How will procurement affect prices in the new tariff? Prices have already risen in the area, which worries housing companies.
Transport and emptying prices are determined by the market, not Stormossen.
Will bio bags continue to be distributed to housing companies in the future?
Service manager Timo Lehtola explained the distribution of bio bags and how it will continue.
Will there be changes in bio-waste collection lines in cooperation with the Waste Committee? For example, synchronized emptying of bio and mixed waste?
Head of Waste Management Camilla Enell-Öst noted the issue and considered it possible.
How will keys be handled – will electronic locks be introduced in housing companies?
This is not planned, since housing companies already provide keys for waste management.
Could there be a solution with one or two keys for waste rooms in housing companies, similar to Etappi?

Regarding sludge collection – will emptying orders be made directly through Stormossen?
Yes, sludge transport orders will be handled directly by Stormossen. It is likely that septic tanks will be emptied evenly throughout the year, while sealed tanks will be emptied on request.
In coastal areas, residents often stay at summer cottages for several months. How will sludge emptying be arranged then?
Summer cottages will be emptied on request. Septic tanks will follow a planned schedule, sealed tanks on request.
